Baltimore HealthCare Access, Inc (BHCA)
A quasi-public agency of the Baltimore City Health Department, BHCA has the lead outreach and eligibility determination role for the Maryland Children’s Health Program (MCHP). BHCA also offers the following programs and services:
CARE (Coordination, Assistance, Referral, and Education) -provides short term management to enrollees “lost” to care. 410-649-0500

Family Planning and Reproductive Health Program
The Family Planning and Reproductive Health programs provides different services such as; preconception health, teen pregnancy prevention, reproductive health, colposcopy, Birth control methods including emergency contraception ,and sexually transmitted disease (STD) screening and treatment.

Health Care for the Homeless
Provides medical services ranging from health education, screening, and primary medical care for acute and chronic conditions, to referrals for specialty medical care. Other services include crisis intervention; assessment and evaluation; education regarding medications, treatment compliance, substance abuse, and HIV risk factors and preventions; individual treatment planning and therapy; and medication monitoring.
Hours: Monday, Wednesday, Friday 8:30 am – 4 pm / Tuesday, Thursday 12 pm – 4 pm.

Maryland Children’s Health Program (MCHP)
The Maryland Children’s Health Program (MCHP) gives full health benefits for children up to age 19, and pregnant women of any age who meet the income guidelines. MCHP enrollees obtain care from a variety of Managed Care Organizations (MCOs) through the Maryland HealthChoice Program.

Medical Assistance (MA)/Medicaid
A joint federal and state program that pays the medical bills of people who have low income and cannot afford medical care. All applicants must apply at their local department of social services. Men’s Health Center
Provides primary and dental care, substance abuse counseling, and even links to jobs for uninsured men between the ages of 19 and 64, many of whom are not eligible for government health programs.

Primary Adult Care (PAC)
PAC offers health services to people 19 and over who make limited amounts of money each year. People in the PAC program receive free visits to a Primary Care Provider or PCP, free outpatient visits to a counselor or psychiatrist for mental health services, and Lower-priced or no-cost prescription drugs.

Temporary Cash Assistance (TCA)
Families below a certain income level with limited resources and with minor children can receive TCA for a total of 60 months (5 years) over a lifetime. The program has a requirement for all applicants to seek employment such as being involved in work activities from the day they apply for benefits.
