Through both direct aid to families and broader-based policy work, the goal of advocacy is to foster the self-empowerment of families by educating them about their own rights.

Baltimore HealthCare Access

A quasi-public agency of the Baltimore City Health Department, BHCA has the lead outreach and eligibility determination role for the Maryland Children's Health Program (MCHP). BHCA also offers the following programs and services:
CARE (Coordination, Assistance, Referral, and Education) -provides short term management to enrollees "lost" to care. 410-649-0500
Ombudsman services assist enrollees who have a complaint about their health plan. 410-649-0510
Hispanic Resources and Services - provides interpretation and referral services to the Latino population. 410-649-0515
Maternal and Infant Health Improvement Program (MIHIP) -provides intensive case management services to pre-assessed high-risk pregnant women and infants. 410-649-0526

Mission Statement

The mission of The Children's Advocacy Project (CAP) is to help bridge the gap between the many quality social service agencies in the Baltimore area and the families that need their help the most. To bridge this gap, we aim to empower and to inform those that care for the children of Baltimore through this web site. The CAP will assist families, health care professionals, and social service providers by furnishing the tools necessary to connect families in need to the appropriate social service agencies that serve them.
