- Early Intervention is a collection of supports and services available to infants and toddlers from birth to 3 years of age who either have a significant delay or are at high risk for developmental delay based on know physical or mental conditions. Some of the supports and services included in Early Intervention are physical and occupational therapy, speech therapy, vision therapy and hearing therapy, and developmental specialist services. Anyone can make a referral by contacting the appropriate local agency listed below. The services are provided free of charge for qualified children.

- HB 20 created the Children's Health Insurance Program (CHIP), a one of a kind program designed to provide insurance coverage to children whose families earn too much to qualify for Medical Assistance, but who could not afford to purchase private insurance. Pennsylvania's CHIP program would later be used as the model for the federal government's SCHIP program. Legislation for the federal CHIP program was signed into law August 5, 1997 by former President Bill Clinton.
