Child Abuse/Neglect Reporting/Hotline - IL Dept. of Children and Family Services
Anyone may report suspected child abuse or neglect. Child welfare workers who staff the Child Abuse Hotline have special training in determining what constitutes child abuse and neglect under Illinois law. If a formal report is taken, a Child Protection Services worker will begin an investigation within 24 hours -- much sooner if the child is considered to be in immediate risk of harm.

MERIT
MERIT, the Medical Evaluation Response Initiative Team formed in May 2008 as a collaboration of the University of Illinois College of Medicine at Rockford, Illinois Department of Children and Family Services and the Carrie Lynn Children’s Center. Carrie Lynn Children’s Center
Clients must be referred by law enforcement or DCFS. Coordinates law enforcement&DCFS investigations of child abuse. Provides response to child sexual abuse and serious physical abuse allegations. The center coordinates and tracks investigations, medical treatment, crisis intervention counseling, counseling referrals, prosecution and training in order to protect the best interests of the child victims and their families. The crisis counselor offers five free sessions only to victims who have been interviewed and assists the families in arranging long-term counseling services.

Youth Services Network
There is no fee to clients. YSN serves youth ages 0-21 and their families by resolving trauma, reducing crisis, and stabilizing youth and families in their homes and in their community. YSN also works with non-offending parents, who, many times, are also victims of abuse. Physical abuse, sexual abuse, domestic violence, and neglect are the areas of specialty. YSN addresses mental health and trauma issues by providing counseling, intensive case management, mentoring, tutoring, transportation, and recreation in order to reduce the impact of abuse on children and families. YSN also promotes cooperation among social service agencies by providing wrap-around services to clients and to children in Winnebago and Boone counties. Hours are 8:00 -5:00. Evening hours available. 24 hour on-call for emergencies, such as runaways and lock-outs.

Milestone, Inc. Individual and Group Respite Care Programs
Families are eligible for the Individual Milestone Respite Program if:
o They live in Winnebago, Boone or Ogle County;
o The family has a loved one living with them who has a developmental disability (Cognitive Disability, Autism, Cerebral Palsy, or Epilepsy);
o The family does not receive other state services such a Home Based Support, Person Assistants, Child Care Grants, or Office of Rehabilitation Services (they may receive up to 20 hours of ORS Respite).
All families who participate in the Milestone Individual Respite Care Program are eligible to participate in Milestone's Group Respite sessions free of charge. Group Respite is held twice a month at the Milestone Training Center. The Respite Program is conducted in a large gym. A wide variety of different sensory, fine and gross motor activities are provided.

Youth Services Network
There is no fee to clients. YSN serves youth ages 0-21 and their families by resolving trauma, reducing crisis, and stabilizing youth and families in their homes and in their community. YSN also works with non-offending parents, who, many times, are also victims of abuse. Physical abuse, sexual abuse, domestic violence, and neglect are the areas of specialty. YSN addresses mental health and trauma issues by providing counseling, intensive case management, mentoring, tutoring, transportation, and recreation in order to reduce the impact of abuse on children and families. Rock River Training Corporation provides opportunities for young people between ages 14-21 in Boone and Winnebago Counties to complete their education and train in areas that help build a foundation to enhance their future.
Youth Programs for in-school youth help youth stay in school by providing tutoring, counseling, mentoring, career exploration, work experiences, and overall support. The expectations of the workplace permeate the programs which, in cooperation with the youths' schools, prepare youth to enter additional education/training after high school and/or full-time jobs. Youth may be in a program from several years. Goodwill Industries of Northern Illinois
Works with individuals and family to help develop skills to find and maintain employment. We work with individuals with barriers to employment. Our training classes include retail skills training and clerical skills training and we offer placement services and an open computer lab for individuals to use for job search purposes. there are no fee for services. Goodwill's Dress for Success program gives individuals free clothing for interviews and employment. Goodwill also provides free tax preparation and e-filing at our VITA Sites, located at 1907 Kishwaukee Street and 8010 North Second Street. Also offers a free 12-hour financial literacy course to teach individuals about personal finance and how to make the most of the money they have.

Northwestern Illinois Agency on Aging (NIAAA)
The Senior Community Service Employment Program is a government subsidized training/employment program for economically disadvantaged people 55 years old and above who are unemployed. We try to place eligible individuals to work in non-profit organizations for 20 hours per week at minimum wage. The participant continues to look for employment with the goal of finding permanent unsubsidized employment. Additionally, we provide employment resources for people 55 years and above, i.e. help with resume writing, workshops, and employment support groups. NIAAA's business hours are 8-4. Offers free legal screening for citizenship, free naturalization application preparation, and document translation. The program offers classes to prepare students for taking the test and participating in the interview required for US Citizenship. Four week classes are designed for those students who read and write in English. Eight-week classes are designed for those students who need extra help in reading in writing in English. Prairie State Legal Services offers free legal services for low income persons and those over 60 who have serious civil legal problems and need legal help to solve them. We prioritize cases involving serious risk to the health or safety of our clients in those situations where a legal solution can remedy the issue. These situations include certain utility shut-offs, domestic violence and abuse cases, denials of essential medical care and similar situations.

Zeke Giorgi Legal Clinic
The Clinic provides an opportunity for NIU College of Law students, working under the supervision of a licensed attorney, to provide representation to senior citizens and persons of limited means who would otherwise not be able to afford a lawyer. Winnebago County Juvenile Detention Center
The Winnebago County Juvenile Detention Center is a 24 hour facility that provides secure "Care, Custody, and Discipline" for minors held by the courts of the 17th Judicial Circuit. District #205 provides educational services and the Mildred Berry Center provides mental health counseling. Minors also participate in daily staff-led programming on topics such as anger management, life skills, and government.

Winnebago County Juvenile Probation Department
Juvenile Probation is mandated to address juvenile delinquency in Winnebago County. Offenders under the ages of 18 are referred to this department by law enforcement agencies. However, 17 year old felony offenses are considered adult charges. The Intake Unit deals with minors pre-court. This includes the Assessment Center which serves as a central reception center for minors who have been arrested. The Field Unit provides supervision and case management for minors assigned to probation. The Department also operates a Day Reporting Center for adjudicated minors. A minor can remain under the jurisdiction of the Juvenile Court until age 21.

Boone County CASA
The Boone County Court Appointed Special Advocate (CASA) Program was started in 1991 as a non-profit organization dedicated to helping abused, neglected and dependent children throughout Boone County. Volunteer Advocates are appointed by the Court to act as a child's Guardian ad Litem (GAL). They perform a thorough investigation of the minor's situation which includes visiting the home and speaking with anyone who may have relevant information. The advocate compiles all the information and submits it, along with specific recommendations, to the Juvenile Court Judge. In a system where children can easily "slip through the cracks" the advocate is able to provide stability and a powerful voice for the child so that his/her best interests are always protected.

Shelter Care Ministries' Emergency Housing Program serves homeless families with children. Housing is provided in one of Shelter Care's 12 emergency apartments for a maximum of 90 days. Youth Services Network operates a DCFS licensed 24 hour homeless shelter for youth ages 14-18 who reside in Winnebago and Boone counties. Walk-in homeless youth are accepted as are youth referred by the schools, probation, and social service agencies. The goal of the shelter is to reunify youth with family members or to find safe, affordable housing if they are over 17 years of age. Crusaders Community Health Rockford
The Health Care for the Homeless Program was provides medical care for homeless individuals within the Rockford area. The Autism Program Service Center- Rockford, a program of Easter Seals Metropolitan Chicago
Our program provides diagnostic, educational, and community resource and information for children with an Autism Spectrum Disorders. Illinois Crisis Prevention Network
Trinity Services, Inc. and The Hope Institute for Children&Families are collaborating on a community based program called the Illinois Crisis Prevention Network. At the direction of the Department of Human Services (DHS), the Illinois Crisis Prevention Network consists of highly trained professionals with extensive experience in the social service community. The teams are made up of skilled clinicians who work with individuals with severe behaviors and are struggling to maintain in their current home or placement. Milestone, Inc. Individual and Group Respite Care Programs
Families are eligible for the Individual Milestone Respite Program if:
o They live in Winnebago, Boone or Ogle County;
o The family has a loved one living with them who has a developmental disability (Cognitive Disability, Autism, Cerebral Palsy, or Epilepsy);
o The family does not receive other state services such a Home Based Support, Person Assistants, Child Care Grants, or Office of Rehabilitation Services (they may receive up to 20 hours of ORS Respite).
All families who participate in the Milestone Individual Respite Care Program are eligible to participate in Milestone's Group Respite sessions free of charge. Group Respite is held twice a month at the Milestone Training Center. The Respite Program is conducted in a large gym. A wide variety of different sensory, fine and gross motor activities are provided.

Rockford Home Services Program (Department of Rehabilitation Services Office)
The DRS Home Services Program is designed to prevent the unnecessary placement of persons with disabilities into nursing facilities. Staff works one-on-one with individuals who have disabilities and their families to empower them to reach their employment, education, and independent living goals. The program provides services to individuals with the most significant disabilities so they can remain in their homes and live as independently as possible. Individuals are empowered to live self-directed lives, be actively involved in their communities, and retain control over the services they receive. Services are provided through Medicaid waivers from the federal government. Key services provided by HSP include personal assistant services, home modifications, and nursing care. HSP also employs counselors who help customers develop a service plan based on an individualized assessment of their needs.
