York Area Development Corp (YADC) is a non-profit housing development corporation that has rehabbed/constructed affordable housing units throughout York County. Delphia Management Corp manages approximately 400 of these rental units for low-income families, elderly, handicapped, and disabled persons.

- YORK COUNTY HOUSING ASSISTANCE PROGRAMS

All housing programs are for low-income households.
Home Improvement Program: This program provides financing for the rehabilitation of owner occupied dwellings which require certain improvements to order to correct substandard conditions.
Home Modification Program: A grant program which access home modifications for people with disabilities. This program is administered by the Center of Independent Living Opportunities, Inc.
First time Homebuyers Program: This program provides a forgivable loan for down payment and closing costs to eligible County residents to purchase their first home.
Weatherization Program: this grant program is designed to reduce heating and cooling costs by improving the energy efficiency to their homes.
